Title I

All elementary schools in Tazewell County are Title I schools.  Title I is a federally funded program that ensures all children have fair and equitable opportunities to obtain a high-quality education.  The purpose of the Title I program is to raise the academic achievement of all students.

Teachers, administrators, and parents work together to create a Title I Plan for each elementary school.  This plan uses data collected throughout the school year to identify areas of strength and areas of need.  The areas of need determine each school's action plan for improvement.  It is with those areas in mind that Title I funding may be allocated for the following: 

  • Additional Staff

  • Family Engagement Opportunities (School and District Levels)

  • Pre-Kindergarten

  • Professional Development of Instructional Staff

  • Field Trips and Outreach Opportunities

  • Summer Programs

  • Home Resources

  • Technology Devices

  • Online Computer Programs

  • Instructional Materials and Supplies

  • Collaboration, critical and creative thinking, and problem-solving development

Federal Regulation for Title I

Title I, Part A:  Improving Basic Programs Operated by Local Education Agencies

Title I, Part A provides financial assistance through state education agencies to school divisions and public schools with high numbers or percentages of children from low-income families to help ensure that all children meet challenging state academic content and achievement standards.

School divisions target the Title I funds they receive to public schools with the highest percentages of children from low-income families.  Unless a participating school is operating a schoolwide program, the school must focus Title I services on children who are failing, or most at risk of failing, to meet state academic standards.  Schools enrolling at least 40% of students from low-income families, or schools who have received a schoolwide eligibility waiver, are eligible to use Title I funds for schoolwide programs that are designed to upgrade their entire educational programs for all students, particularly the lowest-achieving students.  All elementary schools in Tazewell County have schoolwide Title I programs.

On December 10, 2015, the Every Student Succeeds Act (ESSA) was signed into law.  Section 1112(e)(1)(A) states that as a parent of a student in a school receiving Title I funds, you have the right to know the professional qualifications of the classroom teachers instructing your child.  Federal law requires the school division to provide you this information in a timely manner if you request it.  Specifically, you have the right to request the following information about each of your child's classroom teachers: 

  • Whether the teacher has met state qualification and licensing criteria for the grade levels and subject areas in which the teacher provides instruction.

  • Whether the teacher is teaching under emergency or other provisional status because of special circumstances.

  • Whether the teacher is teaching in the field of discipline of the certification or degree he/she received

  • Whether paraprofessionals provide services to your child and, if so, their qualifications.
